Kirk serves as a lobbyist for the firm's government relations team. In this role, he shares in the responsibilities of: representing clients at the state capitol; developing and implementing legislative strategies; meeting with legislators, legislative staff and agency personnel; preparing informational materials; attending key committee meetings, legislative floor sessions, and administrative hearings; and preparing legislative updates for clients. When the Legislature is not in session, he performs legal research and serves as a paralegal.

Kirk has over 27 years of government relations experience. He graduated from Augsburg College in 1987 with a degree in Political Science. He spent the next four-and-a-half years in Washington, D.C., serving as an intern for Congressman Martin Sabo, a Legislative Assistant for Congressman Robert Garcia, and a Legislative Analyst for the law firm of Weil, Gothshal & Manges. Kirk returned to Minnesota in 1991to work as an Assistant Lobbyist/Manager for a non-profit environmental group. Following the 1996 elections, Kirk worked as a Legislative Assistant in the Minnesota State Senate until joining Rice, Michels & Walther in 2000.
